I recently acquired an HTC Blowout Kit. Based on my (limited) experience of pouches I have seen so far, this is in my opinion the best thought out, and the most suitable design for general use including civilian wear.

PROS:
- well built
- well positioned in the lower back with access by either hand (yet flat enough to be comfortable to lie on your back while wearing it)
- interesting and practical "rip off" design
- holds the tourniquet outside
- can hold multiple tourniquets if desired
CONS:
- you have to be thoughtful about how you attach the tourniquet since the velcro used is strong and will not allow you to simply pull off the tourniquet
- once ripped off, the pouch is a little difficult to put back as it needs the plastic to be threaded back into the molle
